This $26.3 million project for the New York State Thruway Authority was for pavement resurfacing, safety improvements, and flood mitigation from MP 29.4 to 39.8 and concrete pavement restoration at Interchanges 15 and 15A on the New York State Thruway (I-87). The project also included rehabilitation of thruway bridges over Route 17, Conrail, and the Ramapo River at MP 31.78 and MP 31.79.
The scope included full-depth pavement repairs; miscellaneous shoulder repairs; miscellaneous drainage repairs; construction of a pumping station; construction of a drainage ditch; construction of a flood wall; installation of median pipe; the replacement of PCC (Portland Cement Concrete precast) slabs with cast-in-place concrete; repair of girder bearings and anchor bolts; structural lifting operations; removal/replacement of scuppers; and the replacement of sign panels, traffic signal loops, pavement striping, and other safety improvements.
The flood mitigation scope for this Project involved the construction of a fully operational pumping station system with a control enclosure, construction of a drainage ditch, miscellaneous drainage modifications, and construction of a flood wall to prevent the Ramapo River from flooding the Thruway during storm events up to 100-year flows. With the construction of the flood barrier, runoff to this section of the Thruway would not be able to drain by gravity during high flow conditions in the River. To address this condition, the pumping station was constructed. The intent was that runoff from this area would drain by gravity under normal river flows and under high river flows, runoff would be diverted to the pumping station for pumped discharge to the River.
The pumping station system included three (3) submersible, non-clog wastewater pumps and controls; pump monitor system; cast-in-place concrete pump enclosure with access hatches, railing, sump pump and chamber, and stairs, as well as cast-in-place baffle walls, pads, pedestals, and slabs; check valves, stainless steel sluice gates with motorized actuators, and flap gate valves; pump discharge piping, fittings, joint kits, pipe supports, restraints, offset wall clamps, and flange adaptors; back-up generator and automatic transfer switch; interior light and power receptables, emergency on/off switch for pumps and valve actuators; and a pre-fabricated control enclosure containing panelboards, transformer, electric heater, lighting, general receptables and devices, pump controllers, sluice gate controller, pump starters, and a meter cabinet.
