Region 8 Bridge Replacement (Ulster County)

ECCO III was designated by NYSDOT as the best value Design-Builder for this Project, which aimed to improve the resiliency of two bridge crossings, one carrying Route 209 over Rochester Creek (BIN 1040750) located in the Town of Rochester, and the other carrying Route 28 over Esopus Creek (BIN 1019700) located in the Town of Shandaken. The two structures were completely removed and replaced with new bridges that were designed to meet the hydraulic requirements at each site, while maintaining compatibility with the potential future Wild, Scenic and Recreational River designation of the adjacent Rondout (Route 209) and Esopus (Route 28) Creeks.

At the Route 209 site, the bridge and approach roadways were reconstructed at a higher elevation to minimize flooding, and were longer than the existing structure. In our design development, we performed a detailed analysis of the hydraulic model for the Route 209 bridge to provide an innovative design solution including a reduction to the proposed bridge length. The WZTC scheme we developed included a two-way onsite detour with a temporary bridge over the Rochester Creek.

At the Route 28 site, the new bridge was designed to: reduce the opportunity for the collection of debris with a reduction in the number of piers; minimize the undermining of any structural elements by scour; and accommodate the meandering nature of the crossing streams. The Route 28 bridge was built almost entirely off-line to mitigate any traffic concerns.

Both bridges were designed to have only one joint to increase service life and reduce future maintenance.
