


The major work elements for this Kew Gardens Interchange Reconstruction project included construction of the SB Van Wyck Expressway Viaduct; the SB Van Wyck Expressway to WB Union Turnpike – Ramp KA; the SB Van Wyck Expressway to WB Jackie Robinson Parkway – Ramp KC; Roadway Permanent Pavement Construction; Utilities and Realignment of MTA Jamaica Yard Perimeter Road; and construction of Retaining Walls.
This contract was designed to be constructed in four major construction stages comprised of a total of 11 sub-stages. NYSDOT required that all milestone work be completed no later than November 20, 2019, defined as the Interim Completion Milestone, with final Project Completion occurring in February 2020. As part of the best-value submission, ECCO III provided an accelerated schedule, proposing to deliver the project three months ahead of the NYSDOT-proposed schedule.
500,000 vehicles passed through the Kew Gardens Interchange each day, located at the confluence of the Van Wyck Expressway, Grand Central Parkway, Union Turnpike, and Jackie Robinson Parkway. ECCO III specialized in maintaining traffic flow and performing work operations with very limited access in high volume urban corridors.
ECCO III self-performed all MPT, night lighting, demolition, concrete work (including roadway concrete), asphalt paving, excavation support systems (ESS) sheeting and soldier beam and lagging installations, as well as all drilling and foundation pile installations with company-owned equipment.
