



ECCO III Enterprises, Inc. was part of the Joint Venture Team with Skanska to design and construct this large-scale Design-Build project that was awarded in October 2018. As Lead Contractor, ECCO III has completed several other projects at the Harmon site, including, but not limited to, Harmon Shop Replacement Phase V, Stage 1, the Croton Maintenance Facility and Employee Overpass, Facilities and Yard Improvements, and the Phase IV Shop Replacement projects.
Valued at over $365 million, the Harmon Shop Replacement Phase V – Stage 2 Project included the demolition and disposal of the remaining west half of Building 6 including Building 5 and other miscellaneous structures (some of which required asbestos abatement), and the construction of a new six (6) track, double-ended EMU Running Repair and Support Shop (RRSS). This new RRSS includes a ground floor with 10 married pair vehicle repair positions and a partial second floor with component repair workshops and multiple office areas. Other work for this project included the completion of the medium voltage distribution 13.2KV loop with new transformers and their associated electric duct-banks, along with required site work and track work. Our Design-Build team presented an optimized alternative to Metro-North’s original foundation concept, which provided a safe, efficient and economical solution for the new structure.
The project included work along an active railroad included commissioning, efficient and effective use of railroad support personnel, controlled demolition, phased construction, realignment and reconstruction of site trackwork, as well as the completion of site utilities.
