






This Project for the New York State Department of Transportation was a Structures Where and When Project at various locations in Columbia, Dutchess, Orange, Putnam, Rockland, Ulster, and Westchester counties.
The provisions of the Contract required that ECCO III Enterprises, Inc. establish and maintain twenty-four-hour standby readiness in order to take action, at the Regional Director’s discretion, to protect property and public safety by repairing portions of and preventing further degradation to State highway structures. The necessary repairs were of a nature beyond the capabilities of Department Maintenance Forces to practically accomplish in a timely fashion. The repair work was the type that is usually associated with structural repairs to bridges, overhead sign structures, large culverts, and their appurtenances.
CRITICAL WORK ORDER:
Route 6 over Putnam Creek: In July 2023, heavy rainfall compromised a 99-year old culvert structure at Route 6 over Putnam Creek in the Town of Cortlandt, NY. ECCO III was issued a work order by the NYSDOT to perform an emergency bridge replacement while maintaining one lane of traffic. Through the NYSDOT, an Emergency Authorization was obtained from the NYSDEC. Coordination also involved local businesses, ConEd, Verizon and Altice.
Two (2) main stages of work were planned which consisted of building each lane of the two lane structure. Work commenced by installing a one lane temporary bridge structure from ECCO III’s equipment fleet and building up work pads located along, and within, the waterway. The work pads served as a foundation for pile driving and cofferdam sheeting. After the sheeting was installed, excavation of the cofferdam was completed, followed by the installation of wales for bracing and dewatering equipment.
The new bridge was designed using precast NEXT beams. After the abutments were constructed, the NEXT beams were installed implementing a 2 crane pick. Typical bridge deck and roadway reconstruction followed, and the staging was flipped to repeat the scope and complete the Project.
