Located in the Town of Cortlandt in Westchester County, this NYSDOT-led flood mitigation project elevated the Annsville Circle by four (4) feet and elevated a half-mile segment of Route 6/Route 202 by seven (7) feet, improving safety during high tides, heavy rains, and flooding from extreme weather events.

This contract encompassed the implementation of operational and safety enhancements at the intersection of US Rt 6/Rt 202/Rt 9 during the construction of a modern four (4) leg roundabout. Key construction features included the full-depth pavement reconstruction of the existing circle, realignment, and elevation of the approaching roadways to exceed the 50-year flood occurrence. Additionally, the project included the installation of a new closed storm water drainage system, lighting improvements for nighttime safety, native landscape treatments, guide rail installations, and new pedestrian crosswalks and shared paths to connect Paddlesports Park with the Jan Peek Bridge over Annsville Creek.

This was among the first NYSDOT projects to use lightweight fill material made from recycled glass. This foamed glass was one of the most environmentally friendly lightweight fill materials available and was manufactured locally. Its use was expected to reduce the construction schedule by up to a year.

Additionally, the project used geosynthetic reinforced soil technology to stabilize the Hudson River embankment edges. This method involved using layers of materials like fabrics, grids, and meshes to strengthen the soil and hold it in its place. This technology was commonly used to support bridges, roads, slopes, and other structures requiring a stable foundation, including the nearby Popolopen Bridge. It saved valuable space and allowed for two-way traffic to be maintained during most of the construction.
